BRICS added a second category of partner countries at its New Delhi summit, including Kazakhstan, Malaysia, Nigeria, Uganda, Uzbekistan, Vietnam, Thailand, Belarus, Cuba and Bolivia.
Indian Prime Minister Narendra Modi said the BRICS bloc represents about 50% of the world's population, 40% of global GDP and more than 25% of world trade.
The summit adopted the 140-point New Delhi Declaration, supporting greater UN representation for India and Brazil, a Gaza ceasefire and humanitarian access, and the use of local currencies in member operations.
The declaration also opposed unilateral coercive measures contrary to international law and called for protecting global trade, supply chains and energy flows.
China's President Xi Jinping proposed a four-point peace plan for the Middle East and warned of a possible fracture of the post-World War II international order.
On the sidelines, the leaders of the United Arab Emirates and Iran held a bilateral meeting amid ongoing Middle East tensions.
