Yashwant Sinha said the summit was successful because invited leaders, including Russian President Vladimir Putin and Chinese President Xi Jinping, attended.
He cited the release of a joint declaration after the summit as another success, saying such a declaration had not emerged from the earlier foreign ministers' meeting.
He noted that bilateral talks took place with all sides during the summit.
He said India should continue dialogue with China but should not trust China.
He said the summit reaffirmed India's traditional position on Israel-Palestine, with Gaza mentioned in the declaration.
